If you look at Able Danger they mined Lexis-Nexis to get profiles and claim to have identified Mohammad Atta. I don't know why credit cards are flagged or why anyone would care. It's not like there going to send the IRS to your house to see if you're getting paid off the books, or try to tie you to the local bank robbery. Maybe they just want to check when Saudis staying in America suddenly come into large sums of cash as a sign of a terror plot coming. I also see the DHS as workers protecting Americans not as politicians. I can't image a Senator or President saying watch the CC's, it's something an analyst would decide.
