For the purpose of this e-mails, I did indeed use a suicide terrorist
as an example and yes I do realize that not all of them are.

If it is part of the Banking Act, then it _was_ a Congressman not an
analyst that made that happen. The analyst might be the enforce, but
they don't write banking law.
