I guess I'm not seeing that. I was reading through the ruling, and admittedly I don't follow legal jargon very well...but it seemed like the ruling only required universities receiving federal funds to allow military recruiters the SAME level of support and access that they provide non-military recruiters. Basically, if you want federal funds, you can't discriminate against military recruiters just because they are military.
