Actually, in a lot of cases 4-color web offset on standard glossy
coated paper is cheaper than printing fewer colors on uncoated stock.

Most limited color runs are done on a sheetfed press and cut sheet
paper is typically more expensive than web offset that comes on a big
roll. Also many .edu/.gov jobs that run on uncoated do so because they
want to use recycled paper and recycled often costs more then freshly
dead trees.

A two color press typically isn't big enough for the run volume that
needs to be done to communicate to an entire population, so even two
color jobs may end up being run on a big six color press just for
volume reasons. And with limited color jobs theres the need to mix the
specific Pantone colors and then the color plate alignment and ink
densities require more press operator tweaking, compared to a
no-nonsense CMYK job where everything is standardized.

Yes, this is one of my little peeves because I used to do print work
for a university and perception of saving money was more important
than actually saving money. So yeah, I would do a 2 color job on
uncoated recycled paper because it LOOKED cheaper than full color
glossy but it was really more expensive.
