Does your mailserver cache spamcop results? If so, then it may have cached a 
result from a few months back. Otherwise you may be connecting to some 
spamcop server that has very out of date data. I'm assuming they have a 
cluster and one of their cluster cells is just 'bad'. I'm emailing them 
about it.
