Well I think breaking the treaty on continued Nuclear Development, and your President stating he is re-opening research into Nuclear Weapons and actively developing them is enough to warrant Pre-Emptive action from the world considering the United States is the only country in the world to have used Nuclear Weapons in war.And that's a fact.
