Hi;

I know this is way off topic (way, way off topic for some), but I need help
on a non-CF task and everyone here is so knowledgeable about so many
things...

I have been asked to write a Preliminary Design Requirements report for a
group I am contracting for. They made it clear there are format and subject
matter requirements that are 'standard' for Web applications being built for
any US Government agency. They also explained they do not know where I could
get a statement of these requirements, if such a statement exists at all. 

While I can write a requirements document explaining what an application
will do, I am not enmeshed in the bureacracy enough to know what they are
looking for beyond that. I am enmeshed enough, however, to know this project
will never get off the ground without understanding those requirements. 

Has anyone on this list A) written a Preliminary Design Requirements report
or B) written one according to US Government Agency standards? Would you be
willing to provide examples? how about if I said please?
