You obviously don't hang around enough with lawyers or lawmakers.

Makes perfect sense to me.

"minor child" is self explanatory.

"to be in need of supervision" is pretty easy to visualize. Kids in
their living room, not much. kids in their backyard, more. kids in a
car alone for a half hour near a four lane highway, probably in need
of supervision. kids near a pool alone, a lot.

the "encourage" is a little more difficult, until you remember this
was written by lawmakers to stand up against lawyers.

If the had said "force a minor", lawyers would argue about what "force" means.
By using a wishy-washy word like "encourage", it is hard for a lawyer
to say "it doesn't apply"
