IMO, you need to go to journalists which you could do anonymously. You could tell them (and maybe get signoff) that you'll release her name to them but that they can't release it publicly. It's still a risk, but I think it's worth it in this case. In Minneapolis we've got a local news station that revels in investigating and reporting on this kind of malfeasance.
