In 1986, Congress passed the Immigration and Reform Control Act (IRCA) Amnesty, which was a blanket amnesty for about 2.7 million illegal immigrants. (Add to that the "Late Amnesty" act of 2000, letting anyone who did not claim the amnesty in 1986 do so "late".)
Plus the half-dozen other amnesty acts in the last 15 years. These did not reduce the number of illegal immigrants. The very next year, the numbers were again up.
