Yeah, I can agree with this. In this case I think he took the easy way out, he made others lie and mislead for him.
Of course I still can't find any lies, just things that don't add up, things that are misleading, and things they said before they had complete information. Does it add up to being unethical? Hell yes, is it just as bad as lying, yes, in fact maybe worse.
