Don't you think there was more to it?

The sanctions against Iraq were getting harder to keep going. Should the
inspectors find nothing, then it would be very easy for Iraq to start
lobbying to get the sanctions lifted.

That would allow Saddam to overtly acquire materials for chemical or nuclear
weapons. At that point the Legality of a US invasion without a new security
counsel resolution would have been highly questionable within the UN and
allied countries.

With the resolution, and the general uncooperativeness of Iraq, the US was
able to invade legally.

Of course, as I have always said before. We can and should invade anybody we
want to when we want for what ever reasons we want to regardless of the UN.
