I should've been more clear - I'm assuming that the current
immigration law is chaged to something reasonable such as (just a
thought, BTW):

1.) US companies, firms, individuals, etc advertise for jobs.  Given
the jobs aren't filled with acceptable candidates in X period, they
may "go to the bench".  Bench work will not have a minimum wage but
will be subject to taxes, social security, etc.

2.) Any foreigner who'd like to work in the US and eventually become a
citizen can put themselves "on the bench".

3.) Given a worker mets X criteria over X years he/she can obtain
no-vote citizenship and then after Z years, can become a citizen.

STEP 2: Secure the border, prosecute and deport criminals, put in
place a yearly immigration policy review to adjust numbers and policy.
