See that's not what I get from gruss.

You have to pay the US citizen market level wages

The imported help you pay what ever they are willing to take.

Except, Gruss is advocating the employer can offer as little as one penny a
day. If no American wants to take it, then the employer can bring in anyone
who will take that penny. Whatever the market will bear, with no
restircitons on business at all.

So every employer will be able to set local wages to whatever market rates
allow worldwide.

And since most of the world cannot even fathom let alone demand our current
standard of living, we are going to get priced out of every job.

When a worker who is used to dirt floors, no running water, and being robbed
and shot by their own government gets the chance to move to Bethesda, they
are going to require almost nothing in return. If they can eek out a similar
living here to what they had there, there will always be someone to replace
the current crop of workers. Picture your neighborhood, Tim, being turned
into a third world slum where every house becomes a boardinghouse where
workers rent a 2x6 foot space for
6 hours a day. If you don't believe it, go to Montville and Norwich
Connecticut, where many neighborhoods now contain nothing but house after
house that house 30, 60, 100 illegal Chinese workers. And there is
absolutely nothing the people in the area can do about it, since it is a
federal matter.
