Same qualification, same as today. Run-off determines candidates in the party primaries - wouldn't be much different than we have today with one exception: Once the candidates are down to the top 5 of each party, a Run-off is held. The top 10 of this group get public financing and go to 3 public debates. Then another run-off is held and the top 3 are chosen. Those top 3 get further federal funds and tour the nation on debate tours. The final run-off is held and a President is determined.
