+100. The sales pitches we've gotten from the Pentagon's Perception Management Office over the last few years are interesting: (1.) GWOT - The "Global War on Terror". Except the Pentagon only meant a small subset of terrorists; no IRA, no Tamil Tigers, no Spanish ETA. Soooo, the Pentagon changed it to: (2.) GSAVE - The "Global Struggle Against Violent Extremism". This was more clear about effort, a "struggle", but still was not specific enough. So the Pentagon changed it to: (3.) The Long War. This seems ambiguous enough to satisfy them for now. And then there's the we-can-oppress-you-because-of-war argument. First, Congress never declared war so this is most close the "Cold War." So I wonder, during that war, did the government try to institutionalize oppression as well? I was too young to remember if they did, but I don't remember hearing about it.
