That's not what it's saying.  It's saying that the OWNER of the
infrastructure can, in very specific and outlandish cases, prioritize their
traffic ahead of the traffic of the parasites that have had congress force
the big telcos to support.  It says yes Verizon, yes Sprint, you can control
your own network in an emergency.

But isn't the whole idea of the internet is that data packets will find
their own way from point A to point B.  So if the first route is blocked, it
will be routed another way.  So as long as there are alternatives I don't
see this being a big deal.  And I suspect it will fail do to the big boys
NOT paying because they don't want to and won't have to if their users do
not demand them to do so.
