Regardless of Gel's hyperbolic outburst, I think there's a good point there best articulated by RoMunn - on the whole, imperialism seems have, in the end, helped many countries emerge from 3rd world status. And, that's not just 18th and 19th century type imperialism. Post WWII was also an Imperialistic time. It has seen the rise of Japan, South Korea, and Germany. But also the failures in the Middle East. In the end I don't think there's any question that modern economic, legal, and governance theories help any nation that adopts them - the US included. The question is how best to get/coax struggling nations to adopt them. The early Europeans took the beat-them-down-build-them-up approach. As of late the UN has taken the gentle-suggestion approach.
