How about giving what's due of you?  We all pay taxes for upkeep of roads, 
schools, national defense, and many, many other things. You should pay your 
fair share like I do. If you don't, you don't get to choose the next Pres, 
senator, or whoever.  Taxes is about the simplest thing I can think of that 
ensures the voter is legimate. Citizenship/residency makes you eligible for 
membership, taxes makes your membership current.
