immigration policy to business need at a minimum.

That is, the number of immigrants should be the number of open
positions plus the number of open fellowships, plus the number of open
student positions, plus a "humanitarian" factor that would include
refugees (e.g., Cuba), etc.  And maybe there are some more categories
I'm not thinking of.

In short, assimilation is irrelevant, as they will need to do that to
work.  And immigrants should be free to create any communities they
like and speak any language they like in private.  If they'd like a
"little China" or a "little Italy", fine.  But when they come to work,
they have to speak English.
