That's not really a "splash" page... it's a director: you have to choose what country you're coming from. Note that you can "Remember this Location" and never see that page again. The page has got a job to do but they know you don't want to start there. Many multi-nationals do the same thing. Logitech has a good implementation for example. Even IBM (who does precious little right on their site) does this pretty well. So there.
