If you would like to talk about the Iranian offer in 2003, I am not all that surprised that we rejected the offer. I suspect they viewed it as an attempt to snooker them like the Clinton team got snookered back in the 90's. In Clinton's defense, I think he did the right thing in trying to bring the North Koreans into the fold, but after the extent of their cheating was learned, and in a post-9/11 world, I don't think anyone was in a mood to play the same game with the Iranians. The change in strategy may actually demonstrate that the current administration has learned from the Iraq War and they are willing to give Iran a chance to come back into the good graces of the international community. Three months ago it was looking less and less like there could be a diplomatic solution to the nuclear issue. Now it looks almost possible. The Iranians could still cheat and essentially do what North Korea has done, but I suspect they are beginning to see the downside of putting themselves in the same situation as the Hermit Kingdom.
