No.

France and Germany are not currently at a state of war, nor cease fire.  The
current German government does not owe the French government any
transparency, and haven't signed any treaty saying they would grant such.

The Iraqi government did say that very thing.

These guys would shoot at our air craft, they tried to kill one of our
ex-presidents.
