    You need to go into the local policy for the server (admin tools>local 
security policy) and add what ever users would need to "allow remote logon" 
or "allow network logon" or something to that effect.  A policy is defnitely 
the cause here, I just can't remember the exact one at the moment.

    If none of the local policies are blocking the logon, go to start>run 
and type RSOP.msc.  It's a tool that lets the admin view the resultant set 
of policies that affect this machine.  You'll be able to tell if a domain 
policy is overriding the local policy for "allow remote logon".  More about

    Lastly, and I don't think this is the case, there's a registry setting 
that causes logon failure for all non-admins when the security log is full. 
It's called CrashOnAuditFail.  If this reg is set to 1, and the security log 
fills to it's maximum capacity, the reg settings sets itself to 2 and the 
only users that can logon are admins.  It's a security tool. More about this
