And the hell of it is, these people are protected by both state and
federal law.  However, if you show up to rescue these dogs, then you
better have the papers right or you go to prison.

Apparently, either now or in the past, Kansas and Missouri
congressmen/senators were/are breeders so they passed laws to protect
their heinous cruelty.
