You'll still end up with a few that decide to work their day job while waiting for an opportunity, but that's where the infrastructure comes in. You build roads, schools, houses, and, most important, banks. You encourage small business and life blossoms. The die-hards decide life's pretty good and forget about their bombs. Ever see the SNL skit where the extremist Muslim knocks on the house of the sleeper? The sleeper is drinking a beer, watching football, planning a BBQ, and has a blonde wife with big hoots. He humors the extremist while also letting him use the massager in his recliner.
