Well, I'm probably being unclear.

What I'm saying is, from what I've read and heard, "senior leadership"
may indeed be in Pakistan but what level of control they have of AQ as
a whole, or even what AQ as whole is, is unknown.

That is, nobody, including AQ "senior leadership" knows what that even
means anymore.  Or, put another way, you could have an operation take
place in Spain by a cell that "senior leadership" has no idea about,
nor ordered.  If the operatives consider themselves AQ, well, then
they are, and then AQ is responsible.  Hell, some junior leader in
Pakistan may have been funding them.
