Providing incentives while the country is transitioning is fine, but
as long as we agree that's not a solution.  The ultimate incentive
should be the market - scarce supply drives up prices and encourages
R&D for alternatives.

There's other factors, but Europe has tried this for 30 years and
they've yet to produce a single alternative so it's no panacea.
