yes but in most federal agencies it is possible to get a decision maker on the phone. FEMA just twiddles its thumbs for a while then reaches a totally incomprehensible decision. And there is no way to ask anyone what the hell they were thinking about.
I've had dealings with immigration, the IRS and the FBI and they were all better and more responsive than FEMA.
