Obviously you have not been following this story very closely. There is a ton of money allocated to clear debris.
There are only a few local contractors willing to do the work for the price offered (about 4 times the pre-Katrina hauling price, last I read). The bigger haulers (remember who owns most hauling services in this nation) are holding out for even higher windfall profits. So the difference between the National Guard and the garbage company is about 1000% markup.
