I've had a lot of good results with Massimo Foti's tmt_img CFC. Its fairly simple to use. After the user has uploaded the file, check its size then resize the image to a more appropriate size. If they don't like it, well have a FAQ that explains why their images suck, aside from the total lack of taste option. You can download the cfc at http://www.olimpo.ch/tmt/cfc/tmt_img/ if you want a client solution, have a look at irfanView, http://www.irfanview.com/. Its a small Windows app that works very well for resizing and cropping images etc. Don't know enough about IIS to help you with the rest. >1.
