There's big controversy here about feral cats killing songbirds. Your cat will also be at greater risk for disease. Has he had a feline leukemia vaccination? If not, he shouldn't be going outdoors.
We occasionally let our cat out in the backyard - but only supervised. He loves to prowl around, but we're not comfortable letting him be an indoor outdoor cat. Oh, and does he have all his claws?
