That's "the pump".  You're basically squeezing off the return blood
flow and it last about an hour.  Water will, however, do the same
thing.  I saw this when I was supplementing with creatine, but my
lifts didn't really increase by much more than normal.

If you tax your nervous system and consume the building blocks of
muscle, protein, you'll grow.  Cardio, weights, or a walk in the park.
