You argument fails on 2 counts: (1.) It's the haves that use the infrastructure, not the havenots, so there is no exchange. (2.) The idea of a union of states is that for common infrastructure like courts, highways, and defense we pay as one state. Thus a *federal* income tax AND a *state* income tax.
