I feel for you because this kind of crap goes on everywhere, or so it seems.

Was there any kind of documentation on the flex hours? Is it in your 
contract/employment agreement? If not, the company is really under no 
obligation to honor the flex hours which just adds to the problem. Do you 
want to work for a company that can't even keep its word? I am not sure 
where you live/work but the whole idea of showing up at a specific time is 
becoming unrealistic due to the fact that commuting these days is so 
unpredictable. Here in the DC metro area it can take anywhere from 10 
minutes to 2 hours to go 10 miles. My take is that companies should offer a 
window along the lines of starting between 7 and 8 or 8 and 8:30 etc. If 
they are going to bitch and moan about 10 minutes then they have bigger 
issues.

Clicks at work suck. They contribute to wasted hours and an unproductive 
environment. Don't get me wrong, its nice to shoot the shit with your 
coworkers now and again but in my experience I have seen hours wasted! Come 
in at 7, "hang out" until 9 or so and then try and get to work. If the 
managers are doing this how can they bitch about 10 minutes! Again, do you 
want to work for a company that contradicts itself in such a blatant manner?

If your manager and his friend want to micromanage the conversion from ASP 
to CF tell them to do it themselves and jump ship. I am amazed at the number 
of people that think micromanaging is productive. You were hired to do a job 
so they should let you ask questions when necessary. If they need their egos 
stroked by you asking questions then ask one final question - Can you send 
my last paycheck to my home address? :-)

When a new hire comes aboard, a company should have the equipment, user 
account, access rights, etc all squared away. I am amazed at how much time 
is wasted taking care of all these items. The company new why you were hired 
so there should be a basic understanding of what needs to be setup so you 
can hit the ground running.

Sounds like you are in an environment that isn't very positive, productive, 
or beneficial for you personally as well as your career.
