I'll preface this by saying that i'm not an expert on Israeli law...

maybe, however
1) It'd be pure suicide for the klan, and it would provoke riots.
Based on that the police wouldn't let it happen.
2) The US guarentees, the right to peacefully assemble I don't think
that a klan rally in South Central LA would count.

Do the marchers have to get permits? Is there a way for the community to
deny these permits? Could they say "This march will cause a riot in our
neighborhood, and
people will be hurt?"

There's rights and there's provocation. They have a parade in Tel Aviv
but want one right through an orthodox neighborhood. What of the rights of
the residents or do people from outside the neighborhood have more rights
than those who live there.
The orthodox are not seeking out homosexuals to harass, instead they are
coming to the orthodox, shaking themselves in the orthodox face, saying
that everyone and their kids should be gay and doing everything they can
to harass them.
Turn it around and substatute Jews in place of gays and tell me how fair
it is. Should a parade telling gays to be Jewish, shaking Jewish signs and
symbols in their face, telling them that their lifestyle is wrong, be
allowed through the village or any other gay neighborhood?
And I don't really care of nature vs. nurture or whatever. I'm talking the
rights of a neighborhood to live without outside provocation aimed
directly at the peace of the neighborhood.
