You are putting way too much faith in a Democratic Party that has been totally devoid of real ideas in this arena for years. You are assuming the Democrats have a plan and that their plan is more competent than anything the Republicans have fielded. Let's see it.
The only plans I have heard from Dems are: 1. Pull out now. 2. Pull out soon. 3. Partition the country into a federation. 4. Pump up the Iraqi economy. The pullout options are off the table, Bush isn't going to do it. Partition the country is a non-starter- the country is already partitioned as much as it can be. Everyone agrees that the vast majority of the violence is in Baghdad, which is a mixed city. How do you partition Baghdad? Pumping up the Iraqi economy is just rhetoric. You have to provide security first.
