Let him outside - he's a dog, not a toddler. :) Really, I've never owned a little dog, so I don't know if they are susceptible to colds or something, but dogs are supposed to get wet, IMO. Just dry him off with an old towel when he gets in. Besides, if you "teach" him that rain is icky now, you'll have a hell of a time later on trying to get him to go outside when it rains. Remember anything you instill now will most likely be carried on into the future, generally.
Oh, and if you live in a place where you have to do a lot of raking, you have to play in the leaf pile with him. When my dog was an itty bitty puppy, I had a blast doing that. Throw him in, watch him disappear and come tearing out the other side. Then get in some wrestling in the pile. Honestly, I felt like I was 6 again.
