He said "I'm not interested, I'm sorry.  [pause] At this time."

To me that shows he's not corrupt and also knows how to deal with
corruption.  There was another guy who went right to the FBI and
that's maybe a better reaction from an ethics point of view.

Murtha's reaction shows a recognition that there is corruption and
that it can be useful but there's a line you can't cross.  In other
words, I think he was very practical about it: "I'm not interested in
bribes, but I am interested in what you can do for my district so I
don't want to piss you off."
