He said "I'm not interested, I'm sorry. [pause] At this time." To me that shows he's not corrupt and also knows how to deal with corruption. There was another guy who went right to the FBI and that's maybe a better reaction from an ethics point of view. Murtha's reaction shows a recognition that there is corruption and that it can be useful but there's a line you can't cross.
