Is this your PC or an office PC?  That page is the "run once" page - it
should appear once when the browser is set up, but once that's done a
registry flag is set to indicate that the browser installation is complete.

Some enterprise security set ups (like mine) can foul this up by limiting
registry access in odd ways (mine allows keys to be created by installing
programs but doesn't always allow them to be modified later... but it will
let me change them manually).

I had no problem with IE 7 (which I personally like quite a bit) but did
have a similar problem with Windows Media Player 11 - I could install it but
it always started up with the "getting started" wizard until I manually
changed a registry key.
