Oh, I totally agree! I hate barking dogs myself and I've lived next to some really annoying ones too. I actually teach my dogs what "quiet" means so when I let them out late at night they won't bark and disturb anyone. But there are far more reasonable approaches without putting responsible owners at such a risk of just having their pets taken away.
