I am assuming that you have an external router?  Connects to your computer
via Ethernet?  I do...  This happens to me all the time.

Basically my theory is: The DSL router/modem has to connect to your ISP,
when this occurs, your modem is "in synch" (sometimes it's the backstreet
boys)...  This connection doesn't require an IP address.  After that
connection is made, your computer (or maybe the router) asks the ISP for an
IP, and it gets one...  The computer hangs onto that IP for awhile, just
like it would from a DHCP server...

So what happens when your phone company or ISP has a hiccup and your modem
goes "out of synch" for a moment before re-connecting?  Perhaps when this
happens, the other end (ISP end) forgets about having assigned your computer
an IP.  Your computer thinks it already has a good IP, so it doesn't ask for
another new one...  Just kinda hangs onto the old one it's already got...
But the ISP may think you disconnected because your modem went out of synch,
so as far as it's concerned, that IP doesn't belong to you anymore, and it
stops answering to it...  Or maybe the router stops forwarding the IP, i
dunno...

When this happens to me (on Win2K), I right click the connection icon in my
systray and "disconnect", then re-connect (WinPoet)...  Don't have to
reboot...

IMHO, one of the reasons XP sucks is that it hides EVERYTHING from you...
