Nope.

The prevailing attitude of the civilian leadership in the US that "if
we knock out the despot, they'll love us" that they'd greet us with
cheers and flowers was and is the problem.

The perception worldwide is that the war in (and on) Iraq was a
personal vendetta against Hussein, not part of the War on Terror.
