Actually, it sounds to ME like desperate men of science are using their
creativity and intelligence to try and get around a huge road block to their
endeavors to save the lives of millions of people.

A road block set up for political and ideological reasons.

How many people will suffer for this clusterphuck remains to be seen.
Probably in the millions, maybe tens of millions, depending on what new
breakthroughs are achieved, and how severely these breakthroughs are delayed
due to this idiot wrangling.
