That's horribly short-sighted analysis.  I would offer this (I'm no expert):

* Late last year everyone including Gen Petraeus said a surge was stupid.
* Now the generals are saying it's not.

That's the real contradiction.  Why?

Because smart people know that winning starts with the first step and
the first step is derived from the art of the possible.  Petraeus is
going along with Bush because not because he agrees with Bush, but
because he wants the job and feels that once he's got it he can make
the necessary changes.

So, he's willing to play out Bush's stupid plan in order to get into a
position to play out his own.

Congress, understanding this, is praising Petraeus so that when he
inevitably breaks ranks with the President they can say they've always
supported him.

Bush has failed, it's been known for years, and now the chess pieces
are being put in place to remove him from command.
