Can't you just tell them to shove their questionare up there arse?

You can't be prosecuted unless you have committed a crime, refusing to fill
in a questionare is not a crime surely, and if you don't fill in the form
they have no proof you are under licenced.

If everyone refused to respond and simply ignored the form, the reminder and
the inevetable "warning email", the BSA would have to spend loads of money
getting court orders and the like to enforce this scheme and for the most
part get no return since most places will be licenced up, this would
eventually lead to the disolution of the scheme.
