this hasn't been particularly my experience. Right now medicine is rather rushed imho. But I am glad you're talking about punishing the providers not the patients. Given some of your other statements I wasn't sure. I think your idea has a fundamental misunderstanding though; it will simply increase the incentives to say the patient is well whether the patient is or not.
