I think that was the original argument.  Let the professors teach, but
there needs to be bounds on what they can say.

For example, in November of 2008, it is fine with me if a professor
wears a button that says "Hillary 08".  I would have a problem if the
professor stood up in front of the class and told the students they
all need to vote for John McCain, then proceed to give reason for the
vote and reason for voting against Hillary without presenting the
arguments for the other side, especially if it is a Calculus class.
That is where the bounds come in to ensure tax payer money is being
used responsibly.

the red light cameras are more about generating profit than enforcing
laws.   They are a cash cow.  As evidence, do a google search on red
light camera revenues.  There are tons of law suits about how to divy
up the profit.  A huge percentage goes to the manufacturer of the
lights usually (they give the lights to the juridiction for the
percentage), then local groups fight like hell for the remainder.  A
recent lawsuit here was the school system against the county because
the county had promised a certain percentage of the profits to the
schools.  Well, the county didn't live up to their end of the bargain.
 In the end, the school system won.  The county had to fork over a
large chunk of money that they didn't have (the proceeds were already
spent of course).  Probably means higher property taxes soon.
