Yeah, but they have to buy the materials. How many of your friends smelt their own shells? Or build their own primers? Or pour their own bullets? None. So you regulate the *materials* that go into making ammo, you regulate the ammo, then the black market becomes enormously costly. Right now all a guy has to do is steal a gun and go to Walmart. If ammo were regulated, once he ran out of ammo he'd need a lot of money.
