Actually I'm pretty sure he would fall under the second clause "the
people".

If "the people" doesn't mean the individual then does that mean we no
longer have the right to assemble?  Freedom of speech?

I don't own a printing press, but damned if I will give up my right to
speak my mind, why should I give up my right to own firearms?
